FSSAI State Licence - An Overview
FSSAI, an acronym of Food Safety and Standards Authority of India which regulates the food Business in India, The need of FSSAI Registration and its applicability was felt in order to establish a regulatory authority which will regulate the supplier of food items in terms of quality and Hygiene. Food Business Operators (FBOs) are responsible to get themselves registered under FSSAI irrespective of the size of business. It is to be note that FSSAI License is different from FSSAI Registration.
Concept of Licensing comes in to picture once the turnover of entity crosses 12 Lacs INR, getting Food License is mandatory for the Food Business Operator apart from small and petty sized business. It is of two types:
- State License: For Turnover exceeding 12 Lacs but less than 20 Crore.
- Central License: For Turnover Exceeding 20 Crore and Import of any amount.
Applicability of FSSAI State License:
- If annual Turnover is Exceeds 12 lacs but below 20 Cr. INR.
- Manufacturing units having capacity upto 2 Metric Ton.
- Dairy units operating business below 5000 Liters per Day.

Documents Required for FSSAI State Licence
Personal Documents:
- PAN Card and Copy of Aadhaar Card of Proprietor/Directors/ Partners.
- Passport size photograph of the proprietor/partners/directors.
For the Proposed Registered office:
- Latest Utility Bill of the Proposed registered office.
- Copy of Rent/ Lease agreement of the Proposed Registered office.
Additional Documents
- Blueprint plan/layout design of the manufacturing or processing units. This plan shows the dimensions in metres/square metres and operation-wise area allocation (mandatory for manufacturing and processing units only).
- Name and list of all the equipment and machinery along with their number, installed capacity and horsepower used (mandatory for manufacturing and processing units only).
- List of food categories desired to be manufactured (in case of manufacturers only).
- Memorandum of Association and Articles of Association towards the constitution of the firm. For Memorandum of Association, three pages need to be uploaded; the first page will be the certificate of incorporation, the second page will be the authorization of the food business activity and the third page will be the list of directors with their addresses.
- NOC and Copy of license from the manufacturer (mandatory for re-labellers and Repacker only).
- Source of milk or procurement plan for milk including the location of the milk collection centre, etc. in case of milk and milk products processing units (wherever applicable).
- A production unit photograph is also needed to be uploaded.
- CA certificate verifying Turnover.
- Any other document which may be demanded by the authority granting the FSSAI state license on the basis of the requirement of each business.

FSSAI Stands for “Food Safety and Standard Authority of India. FSSAI is an autonomous organisation under the Ministry of Health. FSSAI is mandatory for every food business operator irrespective of size of the business or area of operation.
The Government Fees or cost or price for application is as follows:
- Basic FSSAI Registration: Rs 100 per year
- State License: Rs 2000-5000 per year (state wise variation is there)
- Central License: Rs 7500 per year

- All slaughter houses equipped to slaughter more than 50 large animals or 150 or more small animals including sheep and goats or 1000 or more poultry birds per day.

- All food processing units other than mentioned under (a) to (d) including relabellers and repackers having installed capacity more than 2 MT/day except grains, cereals and pulses milling units.
- 100 % Export Oriented Units.
- All Importers importing food items including food ingredients and additives for commercial use.
- All food business operators manufacture any article of food containing ingredients or substances or using technologies or processes or combination thereof whose safety has not been established through these regulations or which do not have a history of safe use or food containing ingredients which are being introduced for the first time into the country.
- Food Business Operator operating in two or more states.
- Food catering services in establishments and units under Central government
Agencies like Railways, Air and airport, Seaport, Defence etc. - Storage units other than those having controlled atmosphere and cold environment having capacity of more than 50,000 MT.
- Cold or Refrigerated Storage having capacity of more than 10,000 MT. Controlled Atmosphere + Cold Storage having capacity of more than 1,000 MT.
- Wholesalers having turnover of more than Rs.30 crores per annum.
- Retailers having turnover of more than Rs.20 crores per annum.
- Distributors having turnover of more than Rs.20 crores per annum.
- Suppliers having turnover of more than Rs.20 crores per annum.
- Caterers having turnover of more than Rs.20 crores per annum.
- Hotels – Five Star & Above.
- Restaurants having turnover of more than Rs.20 crores per annum.
- Transporters having more than 100 vehicles or turnover of more than Rs.30 crores per annum.
